1978 - President elect of the KFDA. Past president-elect of the Kansas Juvenile Detention Association (KJDA). Was involved as one of the founders of this organization and worked to establish seminars to train line staff working in detention facilities.

Graduate field placement at the Community Services Department, Community Development Division at City Hall. Worked with local industries and community leaders in the Sheffield/Blue Valley areas of Kansas City. Developed and implemented the "Clean-Up Program" in Kansas City, which began operation in April 1977. Developed industrial survey tools that were the primary source of response to acknowledge and verify industrial sector intention to participate in the clean up of green belt areas in the identified communities.

Kansas City Spanish Speaking Office, Kansas City, MO 1975 - 1976
Graduate field placement at the Spanish Speaking Office to work primarily with Mexican-American clients as a resource worker in the Central, Argentine, Armourdale, and Rosedale areas of Kansas City. Counseled clients on personal, family, and financial concerns. Established a young women's social skills group and a young men's organization to work toward reduction of the incidence concerning juvenile crime and delinquency in the local communities.

Leadership
Wayne Burns served as VP of residential programs with responsibility for the oversight and management of the residential facilities on the Newton Campus, Dodge City Campus, Emergency Shelter of Dodge City, and the Finney County Group Home. These facilities composed a total of 138 beds that were the preferred placements for children in need of care. These children were referred to the Foster Care Privatization Contract.
After serving as the Interim Executive Director at the request of the Board of Directors at the Wichita Child Guidance Center, Mr. Burns assumed the role of Director of Clinical Programs at the request of the Executive Director of the facility.
At the request of the Board of Directors and the Executive Director Search Committee of the Wichita Child Guidance Center Mr. Burns was pomoted to the position of Assistant Director to support the transition of a new Director into the facility.
